The memorandum was written in response to a new law of agrarian reform in Iraq which dealt with the goal to raise the standard of living for the majority of inhabitants residing in rural regions of the country. The document outlines the general factors, vocational education needs, housing related factors, and the problems faced by both, rural inhabitants and the government, in relation to rural housing development. Fathy offers suggestions to solve some of these problems by introducing the aided self-help system and other improvements in building techniques, which could greatly facilitate the process of rural development.
