The basic massing is a five-storey circular volume (58m in diameter) with a concentric inner court rising the full height and surmounted by a fibre glass dome. A six-storey block, hexagonal in plan, is joined to the library and contains entrance, stairs, and elevators to the upper floors. Except for the ground floor, other floors do not open to the inner court but are glazed to receive light from this central area. The exterior facade has no openings. Its composition is of repetitive vertical bays which extend up to the cornice. The entrance block has balconies above the main entrance and the façade rises to a pediment-like form. The structure is a reinforced concrete frame consisiting of columns placed in concentric circles and floor slabs cast in-situ.
