The mosque was constructed at the foot of a slope in a low-income residential neighbourhood. The plan is organised on four levels which are linked by stepped terraces and arched galleries. At the ground floor level are located the two main entrances of the mosque, offices and conference room. The next level accommodates a multi-purpose hall and library. The third floor houses the square prayer hall, which is surmounted by a dome.
