The building plan, which forms a square on the exterior, includes offices, a swimming pool, a gymnasium, and a library organised in a semi-circle to form a central courtyard. It is built mainly with pre-cast concrete panels, glass partitions on certain sections of the façade, and demountable inner partitions for the offices.
