This free-standing, rectangular structure is laid out symmetrically around two inner landscaped courtyards which provide both natural lighting and ventilation to the offices. Imposing entrances on each of the building's four sides give access to the interior. A staircase leading to rhe upper storeys occupies the center of the lobby and is flanked on both sides by lecture theatres. On the third floor, the council chamber is placed in the heart of the building. The offices are distributed on the structure's perimeter with corridors lining the two inner patios. Vertical circulation is achieved by means of lifts placed at the four corners.
